The Housing Minister plans to reserve a certain amount of new homes for first time buyers.
That's to stop Cuckoo funds buying up every possible house in an estate.
Darragh O'Brien's confirmed changes that will also see 1 in 5 new homes reserved.
The system, called Part V (or part five), keeps houses in reserve for social or affordable uses.
However, when he was in opposition Darragh O'Brien said up to 30% of new build estates should be reserved.
That was for first time buyers.

Starter Homes To Protect First Time Buyers
The Minister says he's pursuing this in a bid to combat cuckoo funds now he's in government:
"I am looking at measure in that regard, that we would have a certain percentage of developments designated as starter homes."
He says any development that gets permission after this legislation passes, "20% (of that) would have to be between affordable and social."
