There are hopes that thousands of people could attend football and GAA matches from July.
It comes after a new UK study found large events could be as safe as going to a shopping centre.
Currently, gatherings are limited to a maximum of 50 people.
However, even then, only at weddings and funerals.

Matches With Fans Could Be Back Soon
Matches with thousands of fans seem a world away.
However they could become a reality again in just a few weeks.
University College Cork Professor Liam Fanning says UK research is quite promising.
It shows outdoor events could be held quite safely.
"There'll be plenty more data to come out in the mean time."
"But I think, you know in Croke Park, it holds over 80,000."
"I think you could probably have 15,000 or 20,000 people in there, almost a fifth or a quarter full."

Planning Is Already Underway
Aviva stadium director Martin Murphy says planning for test matches is underway.
"We're aiming for 3,000 in Aviva."
"But Croke Park don't have events until later [in the summer], they'll probably have bigger crowds than that."

Live Music Should Return Alongside Sport
While Sunil Sharpe of the Give us The Night events group says live music should make a comeback too.
"I definitely think we should be starting with 250, 500 to a thousand or two thousand and then move our way up."
The government is expected to give more detail on the reopening of sport and entertainment next week.
