CCTV, drones and automatic number plate recognition technology could be used to fight illegal dumping.
Fianna Fail Senator Malcolm Byrne who is behind the new anti-littering bill, says it would allow local authorities to tackle those involved in fly-tipping.
He says the problem is costing local authorities tens of millions of euro each year.
Byrne said from surveying local authorities last year that dealing with littering and cleaning up illegal dumping cost between 90 and 100 million last year.
Littering and dumping are also hazardous to livestock and animals.
The Fianna Fáil Senator made the point that there is a responsibility among the government to look at any methods at their disposal to tackle this.
